There are only 15 spaces available on Green (PMC) yet Tan is still pretty open.

Due to the fact that this is a RAMPS game, and knowledge of the back story and key figures is important to the missions, Walk-ons must be turned away. Anything less would not be fair on those who prepared and coordinated in advance
