We get this question alot, and this is what I always tell people.

1. You should NEVER have your airsoft gun displayed in public. Anywhere, anytime, period.

That being said, the orange tips are irrelevant as you should NEVER be in public with your airsoft gun in the first place. Should always be transported in a gun case or something similar and should only be played or used at an insured/sanctioned airsoft field, OR on your own private property OUT OF THE VIEW OF THE PUBLIC.

As for legalities, there are no federal laws preventing people from removing the orange tip. Legally they are only needed for shipping and resale, and if you live in a city where they have other bans or regulations you need to make sure you follow all their rules as well.

Personally none of my guns have orange tips, and if you plan on playing airsoft responsibly with mainstream airsoft players on approved fields this issue should never even come up.
